Voice over is the process of recording a voice reading the translation of an audio or video file, while preserving the original audio or video in the background. This requires translation of the original audio or speech, a talented voice over actor to read and express the emotions as in the source material, recording equipment and software, and one or more sound engineers to ensure that the voice over audio is placed properly and sound effects (music) etc are arranged to mimic the source material.
